SCOPE OF SERVICES The client is intended to provide new and existing businesses with the tools required to open and expand businesses in the New York City area. Additionally, the project is intended to provide businesses with a web location where they can log on to manage all of their business transactions with the City. Major development is being divided into multiple phases of successive increasing complexity, all beginning concurrently. We require Senior Developers with the following responsibilities: • Participate in development of systems design; this includes specifying the component packaged and custom applications, class diagrams, sequence diagrams, activity diagrams, etc. • Communicating risks and issues to project management • Coding and designing application • Using best practices for development • Perform unit testing and fixes during testing phase • Create/document deployment procedures • Create/document operational procedures The developers will be responsible for the following deliverables: • All documentation regarding system design o Detailed System Architecture Diagram o Data-flow Diagram o Class Diagrams o Activity and State Diagrams o Component Diagrams o Deployment Diagrams o Configurations • Build and unit tested modules for the system • Use cases and misuse cases for handoff to QA team MANDATORY SKILLS / EXPERIENCE • A minimum of 8 years experience in Java/J2EE development for large-scale enterprise applications • Strong knowledge of XML Technologies (XML, XSL, XSD, Xforms) • Experience with AJAX, DHTML, JavaScript, CSS • Experience developing portal applications preferably Vignette Application Portal 7.1 • Experience in Service Oriented Architecture and Web Service development • Experience with WS* second generation standards • Experience with relational databases preferably Oracle • Strong Knowledge of BEA Weblogic, UNIX, Solaris, and Linux • Knowledge of IBM web sphere MQ experience • Ability to plan technical architecture and develop documentation • Excellent oral and written communication skills are required • Solid knowledge of testing tools and techniques DESIRABLE SKILLS / EXPERIENCE • A Bachelors or Masters degree in MIS, Computer Science, or equivalent experience is desired • Knowledge of BPM Engines and business activity monitoring • Knowledge of rules engines preferably Fair Isaac blaze advisor • Knowledge of National Information Exchange Methodology (NIEM) • Experience in Team site content management system • Experienced with formal SDLCs and business analysis methodologies; Working knowledge of business analysis documentation standards • Experience using standard project tools including Microsoft Project, Excel, and PowerPoint • Excellent oral and written communication skills and the ability to clearly articulate to all project members and stakeholders; must be a team player who works well with technical and non-technical resources • Must take initiative, be a decisive decision-maker and show confidence in decisions made • Must be able to take strategic direction from executive management and participate in strategic planning activities throughout the lifetime of the project • Must be able to see tasks through to completion without significant guidance • Must be able to provide documentation on their work • Must have strong verbal skills to communicate with non-technical resources SPECIAL REQUIREMENTS References should be provided from at least two former or current clients where the contractor has performed the same or similar work.
