In one of the more focused Indian solar tenders of recent months, SECI awarded the entire 1000 kW rooftop solar project at SVPNPA, Hyderabad to a single bidder—SPRM Energy. This limited RfS, issued under RESCO mode, was restricted to vendors empanelled in Rounds 1 and 2, and attracted just two bids. Both SPRM Energy and GK Energy bid for the full 1000 kW capacity, resulting in a total bid volume of 2000 kW. However, only SPRM Energy made the cut by quoting the lowest tariff of Rs. 4.60/kWh, in line with Clause 37 of the RfS. GK Energy, despite offering the same capacity, quoted Rs. 4.75/kWh and was thus left out of the award. This strict adherence to the L1-only award rule reflects SECI’s commitment to cost-competitive procurement in Indian solar tenders. No capacity was split or partially awarded, and no counteroffer mechanism was exercised—underscoring the weight given to tariff discipline in such limited-scope bids. With a spread of just Rs. 0.15/kWh between L1 and L2, the tender reveals that even restricted competitions under Indian solar tenders can deliver aggressive price discovery. Projects like this one further demonstrate how smaller-capacity rooftop deployments are shaping the rooftop segment's tariff benchmarks, particularly in the government and institutional market.
