India’s refinery sector is undergoing transformative expansion, driven by rising domestic fuel demand, petrochemical integration, and energy transition goals. According to industry updates monitored by Indian Petroplus, India aims to boost its refining capacity from the current ~257 MMTPA to over 310 MMTPA by 2028, positioning itself as a global refining hub. Indian Oil Corporation (IOC) is leading several major projects:- The Panipat Refinery is undergoing a ₹32,946 crore expansion from 15 to 25 MMTPA, expected to be completed by December 2025., IOC’s Gujarat Refinery is increasing capacity from 13.7 to 18 MMTPA and integrating petrochemical units, also targeting end-2025 commissioning., The Barauni Refinery in Bihar is being scaled from 6 to 9 MMTPA, with associated polypropylene capacity additions. Numaligarh Refinery Ltd. (NRL) is implementing a threefold expansion in Assam—from 3 to 9 MMTPA—with a ₹28,000 crore investment and expected commissioning in 2025. HPCL Rajasthan Refinery Ltd. (HRRL) is building a new 9 MMTPA greenfield refinery at Pachpadra, with 25% petrochemical yield.
