If resistance to tight PQCs persists, utilities may split packages or accept phased commissioning to widen competition. That would echo trends seen in other Indian power projects, where owners relaxed experience thresholds but tightened performance securities and service-level remedies. Conversely, holding the line could catalyze a skills upgrade cycle: integrators build reference lists, OEMs localize support, and test labs standardize script libraries.
